Who I Am

Professional summary
I am an accomplished executive with over 28 years of progressive responsibility in international postal operations, strategy, and sales. Since being elected by the member countries of the Universal Postal Union (UPU) at the 27th UPU Congress in Abidjan in 2021, I have served as Deputy Director General of the UPU International Bureau. In this capacity, I have played a vital leadership role in global postal development, policy coordination, and the implementation of key institutional reforms.
In addition to my statutory duties, I chair several governance and oversight bodies within the UPU: the Oversight Advisory Committee, the Investment Committee of the Provident Scheme, the Internal Procurement Working Group, and the UPU IT Steering Committee. I also lead the Cooperation Agreement Steering Committee (CASC) between the UPU and the International Post Corporation (IPC). I represent the UPU at the United Nations High-Level Committee on Management (UN HLCM) and the Network of UN System Oversight Advisory Committees (OAC Network), where I co-chaired the 9th meeting hosted by the UPU in Bern in 2024.
Prior to this international role, I served as Senior Adviser to the Executive Management of Slovenia Post (Pošta Slovenije d.o.o.), overseeing international relations and organizational cooperation. I was promoted to this position after a successful 12-year tenure as International Mail Director, where I managed international postal and logistics operations, customs procedures, international accounting, product sales, business development, and project management.
Experience
Throughout my career, I have been deeply engaged in international postal business and governance. I served three consecutive terms on the PostEurop Management Board (2014–2016, 2017–2019, 2020–2022), where I also led the Emerging Industry Task Force, focusing on blockchain technologies and digital transformation in the sector. I have been an active member of various Steering Committees within the International Post Corporation (IPC), contributing to the development of regional and global cooperation frameworks.
I have participated in six UPU Congresses (1999 Beijing, 2004 Bucharest, 2008 Geneva, 2012 Doha, 2018 Addis Ababa Extraordinary Congress, and 2021 Abidjan) and served as UPU National Quality of Service Coordinator for Slovenia. Under my coordination, two quality of service projects received international recognition, including one that introduced a pioneering postal customs procedure system, which earned the 2014 Postal Technology Award for Digital Innovation of the Year.
I also played a key role in founding the Postal Union for the Mediterranean (PUMed), officially established in Rome in 2011 and later recognized as a UPU Restricted Union. I was elected to its Board of Directors at the end of 2019.
On the national level, I chaired Slovenia’s National Stamp Advisory Committee and lectured on International Postal Operations at the Vocational College of Postal Services and Telecommunications in Ljubljana. From 2011 to 2018, I chaired the Supervisory Board of Feniksšped, a freight and forwarding company. I am a frequent speaker at major international postal and logistics conferences.
